Before you visit your nearest regional branch, visit the NARA Web site (shown below) or call the branch you plan to visit to determine *which* passenger records are available at a particular branch. I mention this because, evidently, the National Archives maintains passenger list microfilms in the NARA branch *geographically closest to the place where the records originated*---not necessarily a full group of records in each branch. Each branch's holdings are apparently somewhat different with regard to passenger lists. (Note that this particular storage policy has nothing to do with US Census records---it applies to *passenger lists* only, as far as I know). I learned this some time ago, when I visited the California regional branch in Laguna Niguel, and wished to research passenger lists which had originated in Philadelphia. I was told these were held by the NARA branch *in Philadelphia*. I don't know if arrangements can be made with NARA for inter-branch loan of the microfilms, but I'm sure the branch nearest you could tell you the policy on this.
